That's CRAZY. It's way too short and reminders are needed. The Header
Comment Block RFC took months to assemble, tweak and get right.

That's not necessarily true. The "ease" of recreation depends on the
complexity of the proposal. For example, the header RFC was complex. If
that got deleted, I'd be pretty angry! :) The deletion procedure should
email the existing information to the developer. This way, the developer
can copy and paste the text if needed at a later date.
