Pepr has nothing to do with the installer, this is Tobias' choices
(and the patch provider). I said that I did not like such strict
rules (making usages of mod-rewrite or other interesting tools
pretty useless). I like to ask him to revert, but doubt that will
be done. Reporting a bug sounds the best way...
