"Other licenses may be accepted on a case by case basis, but will
have to fit the above criterias. This decision has been made to
simplify the current situation, and as with all decisions is open
to be refined in the future using the RFC proposal methodology."
For PEAR (I say PEAR here, not pecl :), I think we should not allow
licences that does not apply to commercial usages. People should
able to get a packages and use it as they like.
