Banging Head against Karma

Something HAS to be done about the insanity involving CVS karma. I've been banging my head against systems@php.net, group@php.net and pear-group@php.net to no avail. Everyone is pointing fingers at someone else and nobody is doing anything about the fact that I need CVS karma for pear/Net_Curl. Why isn't this automated? Why isn't this tied to the maintainers lists on PEAR's site? If I add a maintainer they should automagically get CVS karma for that package. At the VERY least PEAR QA and the PEAR Group should be able to assign CVS karma at the request of PEAR developers. It's been 8 days now and, as of now, nobody has even taken responsibility for this. Everyone is sitting around going "You idiot! You need to ask person X", while person X tells me to ask some other person and so on. The worst part about this is a few days ago there was a huge flame about who was really responsible for dishing out karma - with the time wasted in that thread somebody could have easily added the appropriate karma, but did they?
