Perhaps this has to do with the "REST XML contains invalid entities" bug Toby posted yesterday (http://pear.php.net/bugs/bug.php?id=5091).
Hi's version list states
PEAR             1.3.5   stable
   
which means it's XML_RPC backend (no REST in 3.x).
