I don't see it inconsistent because the purpouses are different: one for
clear differentiate function/class declaration and other for control
structures.

We all agreeded that coding standars are needed for improving
uniformity/order in a proyect and increasing software quality. The rest
was all kind of feelings, suggestions, flames, solutions, ... :-)
