Hi,
I got a problem with PEAR::Pager when using UTF8. Parameters containing chars
using more than one byte are not correctly urlencoded. Eg. ...&foo=bär&... is
added to the page Links as ...&foo=bär&...
I could help myself with the following patch. Don't know if it's causes
problems in other cases.
