It looks rather obvois that CVS or SVN or visual Source safe might help you.
If you suppose they don't suite, because you development process can't
bear CVS -- change you process to make it more 'CVS compatible'.
I hope, i won't surprise the whole community by saying that we are using
CVS for PHP development of large and rather ugly old projects
and it helps us to avoid some troubles like:
"Two or more people suddenly decided to edit same file".
It also helps us to create version numbers automatically.
Other words -- use CVS, it would help you to avoid the 'mess' you
are talking about, I think.
P.S.
Telling CVS i mean _any_ existsing versioning system.
