Hi Andreas,
Great to see that you want to contribute your code to PEAR!
Just a hint after a cursory review: please adhere to the PCS [1], i.e. indent with 4 spaces etc.
Name-wise I would go for Debug_Console and last but not least you can't publish a first package with a release greater or equal 1.0.0.
I'm looking forward to welcoming your package as a new member of PEAR in the near future!
