Hi,
I took the time to write a summary of the XML_RPC2 approval process.
It's an interesting read, that exposes some flaws of PEAR:

I don't intend to start a discussion. My opinion about package ownership
is well known. I'm posting because I've never condensed the whole story
in one text. This text might be useful if package overlapping or package
competition ever get discussed again in PEAR.
