I was just playing with package.xml version 2.0 the other day and it appears PEAR 1.4 is intelligent enough to look at the version="2.0". I believe you should have both, though, and PEAR 1.4 will use package2.xml if it finds it, otherwise it loads whatever is in package.xml (but a version 2.0 in package.xml will bork on older PEAR versions I believe).
