I don't think this necessarily needs to be a full-blown package.
Instead I think it is enough to define an interface to which all
Shipping packages must adhere to. (Surely coming up with a sensible
interface isn't easier than figuring out the corresponding package API,
but I wanted to make sure we are aware of this option.)
