This docuement has to be revisited, seriously. Forcing Exception usage
is a mistake.

It is up to the maintainers, if one wants a E_STRICT compliant
package, it can use a php5 only dependence. Then we can filter the
packages using this dependency (that should be a good thing and easy
to do).
