Use CVS while still drafting?

Hi,
I'm in the early stages of working on a web service project for MusicBrainz.org's web service. I've got a couple people interested, and while the code is not at alpha, it certainly will be in a week or so.
The account-request screen states:
"Express an idea for a PEAR package. Write to PEAR developers mailing list if your package is not written or is not yet complete. Please start your proposal when the code both is complete and mostly works"
So is it impossible to use the facilities (CVS, shell, etc) on the pear.php.net site for collaboration until the code is at alpha and gets accepted? If this is the case, what is the recommended recourse? It's a bit difficult to get my company to allow me to keep svn, etc open to the public on our server, should I use sourceforge?
