Speaking up won't change much, since to add stuff to the QuickForm package itself you'll still have to go through QuickForm authors. Justin already explained the reasons for separate packages. I'll only add that this policy was introduced after we had problems with the Flexy renderer: neither of QuickForm authors uses Flexy but we had to do our best to maintain the renderer after its author ran away... Also please note that we created the QF_Controller as a separate package ourselves though could easily add the stuff to the base package.
