Read carefully. What is the first dependency type? "Pear Installer"
and the second? "Package"
How do they differ?
If the PEAR version is not high enough (i.e. we're running PEAR 1.4.2)
the install will outright fail. With the second, say we're running PEAR
1.3.4, it would simply attempt to upgrade to the latest stable version
of PEAR that is greater than 1.3.5.
See the difference? The PEAR installer dependency can be used to
prevent trying to install a package with a known buggy version of the
installer, or a version that does not implement a needed feature,
without corrupting your installation. It's similar to the "PHP"
dependency, which assumes that if you aren't running a new enough
version of PHP, you're likely to completely break your install by
installing the package.
