I've just encountered problems trying to install Net_IDNA 0.7.1 beta on
PHP 4.3.9. Installer used is 1.4.9 stable.
Error-message:
pear/Net_IDNA requires PHP (version >= 5.0.0RC1, version <= 6.0.0),
installed version is 4.3.9
Deps inside the package show that min. php 4.3.0 is needed but 5.0.0rc1
is suggested (for some reason).

Looks "logical" to me, but does not work as expected imho. Somebody got
an idea?
The higher is kept, these deps are not combinative.
You should move to package 2.0 and use the exclude clause, here is a
short example:

<name>Archive_Tar</name>
<channel>pear.php.net</channel>
<min>1.1</min>
<recommended>1.3.1</recommended>
<exclude>1.3.0</exclude>
</package>
