I was working on something like this about a year ago,
closely after PHP-GTK was released. I never got around to
finish it, anyone interested? (I bet most guys are rather
'I-will-roll-my-own' anyways ;)

Uses Glade for the GUI, save/load setting with
serialze/unserialize, (though there aren't many settings
atm ;), based on PEAR::DB, auto-detects which db's are
available.
Anyway, back then it was in quite a useable state because I
had to use it with postgres and oracle (and I found to tool
at that time supporting both). But most of the code probably
needs to be updated anyway (last time I touched it was around
last summer).
