[PHP_CompatInfo] version 1.4.0 and its UserGuide

Hi all, I plan to release the next stable release 1.4.0 of PHP_CompatInfo tomorrow. It will be a full features completed version. Next ones, should be only to fix possible bugs and improve PHP 5/6 detection. I plan also to include a User Guide in HTML format in this release. I'll put an online version in the next 3 hours on my website [1]; Time to let me finish the last chapter . I'll greatly appreciated if someone could read it before i publish the package tomorrow. All comments (even to fix a typo / grammar error) are welcome. Don't forget that this doc (i wrote) is for you user-end.
