I can give hosting in London to PEAR if you are interested, I have 10 servers in Londons Docklands, all p4 with 2GB ram, run win 2003 though.
Someone stated the current machine PEAR is on is a little long in the tooth. Anyway may solve one suggestion that the team can start working on the new site on a new host, and see how it goes. Running this in parallel for a month may be the way to go?
I have been looking through the Zend Framework setup - and I always find it easier in business and life to not reinvent the wheel all the time, they now have a better site so lets gleam the best of what they do, and make PEAR 2.0 then start evolving. It will also simply the design and code process / documentation when dealing with many designers / developers, to simply state do it like this - [give link].
