[PEPr] Comment on Database::DB_Table_Database

Regarding PHP 4 compatability, it appears that the only signficant problem is that this will break the current implementation of the fromXML method, which uses simpleXML. I'll have to think about whether to just accept the loss of the ability to reconstruct an object from XML for PHP 4 users, or (perhaps later) re-implement this with a PHP 4 parser package. The planned PHP 5 MDB2_Table_Database class can again use simpleXML.
