It will be used for many large-scale issues to determine whether we have
a quorum on making major changes. In other words, it will *only* be
used for things like:
choosing a system of governing PEAR
PEAR "president" election
PEAR QA group election
deciding what points are most important for the mission statement
choosing a bug tracker or other major website changes
it will *not* be used for:
approving packages
approving RFCs
other daily business
