Hi all,
I've just put up a draft of my ideas for PEAR's government. It is at:

This document draws upon over 2 years of serious back-channel discussion
for a new direction, ideas presented on pear-dev by some of you, and
some of my own ideas. I have made every conceivable attempt to keep it
brief and clear while maintaining a flexible and realistic format.
The structure of the new government borrows heavily from the idea of
checks and balances, and is designed to reign in extremism while
promoting innovation and decisiveness. The largest change is to divide
up the responsibilities of the PEAR Group and QA Group while at the same
time creating a new president and package groups called "collectives"
who will have much more power over acceptance of packages and QA within
the collective. The PEAR Group and president positions are held
accountable to the developers through yearly elections.

I welcome both criticism AND alternative well thought-out governing
structures for PEAR. My goal is to end my transitional dictatorship
early next year with a referendum deciding between several choices for
where PEAR should go. The first will be "keep things the way they are"
and then the rest of the choices will be this constitution proposal plus
any other serious proposals presented.
With any luck, 2007 will be the "year of PEAR" - when things really
start popping and we see what is REALLY possible in PHP when we put our
heads together.
