minor inconvenience bug in PEAR Installer may affect upgrade to 1.5.0

Bertrand Gugger recently discovered some odd behavior. He tried to
upgrade to PEAR from version 1.4.11, and encountered:
|pear/PEAR dependency package "pear/Console_Getopt" downloaded version 1.2.2 is not the
recommended version 1.2.1, but may be compatible, use --force to install
downloading Archive_Tar-1.3.2.tgz ...
Starting to download Archive_Tar-1.3.2.tgz (17,150 bytes)

downloading Structures_Graph-1.0.2.tgz ...

In other words, it upgraded all of the dependencies, but not PEAR itself.
Trying again, he got:

In other words, it worked. Very curious behavior. Fortunately, it is
completely harmless. This bug:

If you are anyone you know encounters this issue, let them know that it
is a minor inconvenience that will be fixed for all future versions in
PEAR 1.5.1, coming soon.
