constitution is in CVS, please proofread

Hi all, I have just committed the new constitution to CVS, while at the same time revising the "About PEAR" to have up-to-date information about the governing structure and PEAR as a whole. It was about 5 years out of date, so it's good I took a look at it :). I made some changes to the text of the constitution to clarify the English grammar, and I defined 2/3 vote of 7 people as 5 votes, since 2/3 of 7 is not a whole number :). Otherwise, the text should be identical to the one at http://pear.php.net/~greg/constitution.txt in meaning. If you have the time, please double-check to make sure that everything looks correct before Sunday, and do not hesitate to commit a fix if you do find an error.
