fixing old bugs

Hi all, I took a quick look at really, really old open bugs, to see where the bulk of our unchanging 370 bugs are coming from, and have a challenge: if a package has a bug that is only 3 digits, I would like to see a patch uploaded for that bug to the bug tracker. Let's see if we can close up the really, really old open bugs.
