installing pear.

Hello there,
I have some problems when I was trying to install pear.
I was following your manual so I got PEAR package manager first. it was
fine.
the problem began with web installing process.
I typed "pear-get install http://pear.php.net/get/HTTP_Upload".
my machine said "bash: /usr/local/bin/pear-get: bad interpreter:
Permission denied."
I don't understand what it means and why this happens.
also, I tried "pear-get list". I got same error message.
I am using RedHat Linux 7.2. I am the root user.
did I something wrong?
when I wanted to try CVS installer, there's no instruction.
please, help me.
