Net_URL2, again

Hi,
Well, there was no reaction from Richard Heyes to the previous mail

so it's safe to assume that he either isn't reading the email published on PEAR website or doesn't care.
It is pretty safe to assume that Net_URL is abandoned, since last activity in CVS is 2+ years ago, last activity in bug tracker is 1+ year ago.
I basically see 2 ways out:
1) Someone comes up with a working contact of Richard
2) Newly elected PEAR group takes some action (like in assigning another lead developer for Net_URL)
