MS HTML Help Workshop only runs on Windows, and there is
no other tool (even on Windows) to compile a CHM. Every
other authoring tool requires this to be on the computer,
as the format is not documented, so the work is done by
invoking the hhc.exe from the command line.
For the PHP manual Derick Rethans (derick@php.net) downloads
the XML sources, builds up the HTMLs, and then runs our
PHP scripts (current ones at cvs.php.net/phpdoc). Finally
calls the CHM creator on the HTML files, and uploads the
files with ssh (I guess) to rsync.php.net where a script
moves the files to the right place to the rsync directory
tree. So not a simple process ;)
