[PEPr] Comment on Web Services::Services_urlTea

Joe Stump (http://pear.php.net/user/jstump) has commented on the proposal for Web Services::Services_urlTea. Comment: This was a thought I had about 20 minutes after proposing the package. It'd be fairly trivial to roll them up into a single package, but I think that packages for individual services should remain stand-alone mainly for marketing reasons.
