help with compile of pear-get

I am having problems with the install of pear-get:
$ cvs -z3 -d :pserver:cvsread@cvs.php.net:/repository login
Password: [use "phpfi" as password]
cvs -z3 -d :pserver:cvsread@cvs.php.net:/repository co php4/pear
This works fine and created the php4/pear directory as expected.
$ make scripts/pear scripts/pear-get
$ make install-programs bin_SCRIPTS='pear pear-get'
These lines will not run... instead I get:
make: *** No rule to make target `pear-get'. Stop.
What am I doing wrong?
