[PEPr] Comment on XML::SvgGrapher

Tom Klingenberg (http://pear.php.net/user/tkli) has commented on the proposal for XML::SvgGrapher. Comment: I feel sorry for comitting 2times. That was not intended even I think two times are not a problem at all. No problems about the m$ licensing issues, i think they should be solved faster than anyone can imagine, and if not i'am personally a supporter of fsfe who is willing to pay for any actions of the author that are necessary to publish this class under gpl v2 or it's succidors. it is fully dependend of the wishes of the author.
