When ever you do a release we do read from the package.xml file and reflect that in pearweb, this has always been the case, we simply provide an editing interface on the website if you don't want to do a full blown release just do fix a typo in the description or to make a developer inactive or similar, i.e. you change on the website and commit to package.xml yet you don't have to do the release until you have real bug fixes or features.
