Developer of each package should look at their own tickets since we have
over 500 packages then it would be very hard for a single person or a group
to admin it :)
Tho we do have a QA team that does look at many bugs, specially tho
unmaintained packages and such.

CVS dir struct does not always reflect how it will be installed, the pear
installer handles the installation process and file movements and such, tho
a developer does setup all the path correctly in their package.xml which
they use to package their package with.
Actually you can usually access the packages cvs dir via
http://cvs.php.net/pear/insert-package-name-here
About the XML/Util.php XML_Serializer simply uses XML_Util and XML_Parser
which both are their own packages, they are simply dependencies
Have you read our manual yet ? http://pear.php.net/manual/en/ Mostly the
contribution section and developer, just so that you get a feel as to how
everything works.
Any questions are tho welcomed and we'll try to answer them to our best
knowledge.
