Proposition for a HTML_Entities package

Hi! I thinking about building and proposing a HTML_Entities package, that would provide functions similar to htmlentities, get_html_transformation_table and html_entity_decode, but - with ALL html entities - working in UTF-8, even on PHP4 - able to work with any character set, using internally utf8_en/decode or iconv Do you think it could be something useful?
