It appears that 404 is the expected behavior when there is no release
of _____ stability. Latest simply points to the latest release.
These files are used by the REST v 1.0 for the listAll and
listCategory commands. @see PEAR/REST/10.php
Rest 1.1 and 1.3 only use these by inheritance of the two functions.
