I believe this requirement is for new packages, and PEAR2... but
testing is always encouraged!

Use the latest version. Christian Weiske has built a system that runs
all the tests for PEAR packages that have an AllTests.php file, see
http://cvs.php.net/viewvc.cgi/pear/Net_Wifi/tests/AllTests.php?view=markup
for an example of how to do this.
