Hi,
Net_FastCGI got 4 votes, all +1.
I'm missing only one vote for the package to be accepted.
You can review the proposal and vote here:

Net_FastCGI is a FastCGI client library. It allows to send requests to a
running FastCGI application (PHP itself, or any standalone application). This
is like the HTTP related packages, but for the FastCGI protocol.
It also comes with an helper class that can be used to execute an
existing FastCGI application, binding to an arbitrary TCP or UNIX socket. This
can be used to easily implement something like lighttpd's spawn-fcgi utility.
The Net_FastCGI package is particularly useful for debugging, testing and
monitoring a FastCGI application. The base class is also a good base if one
wants to implement a Server class.

Arnaud
