PHP_CompatInfo API 1.9.0 - beta releases

I thought that beta 1 was the only beta release before stable, but it was without what was happened today.
I've work with Hannes Magnusson to clarify and perharps clean up files that are source [1] and [2] of the PCI function data dictionary [3]
Hannes let me think on the current limitation of PCI function data dict, with cases like filter functions that are now part of PHP Core since 5.2.0 (read more there [4])
Rather than used forked versions of these files as I've already done in past for one exception See PCI 1.8.1 changelog about getallheaders(), and won't do anymore, I prefer to :
- Allow end-users to use ERS (Exception Rules System) as already implemented for classes and constants of Extensions.
I'll then release a new beta version to extend the pciconf script.
With this new feature, you will be able to :
- generate only a func_array.php with only functions your platform is running (or you want to limit) rather than a big file with all functions defined by version.xml
- let you fix errors with exceptions rules
- default exceptions will be provides as in past by parsing the version.xml
This will allow me more confortable to add new changes after 1.9.0+
Especially to catch filter functions case
Return either :
* PECL 0.11.0 if running on platform before PHP 5.2.0
* PHP 5.2.0 otherwise
