As Lauren pointed out, there is a HTML_CSS package, though I suspect
(= don't know for sure) it's used for generating, not for parsing CSS.
Anyway, you could contribute parser support to HTML_CSS, or you could
start your own proposal process for the package you want to add to
PEAR. If you have questions, there are a bunch of sections on the
manual for new developers, or you can go ahead and ask here.
