Oops.
So Helgi explained some of the design flaws with the bug system to me some
time ago which make this query wrong-ish; and I wrote this email having
completely forgotten them!
So:
List of shame = Partially accurate list of shame which is fussy and needs to
be fixed properly in pearweb.
