Now when you creates a package you are marked as the author/lead for it and that's not very right. My vote is to drop "New Package" and leave only "Release Upload". Each time a new release is uploaded (apart from add the release data itself) the system should: 1) If package doesn't exist, create it 2) Update the summary, description and authors of the package (to have always the lastest info if it changes) So the package info page or the promote() func could show the data comming directly from package.xml files and also people out of the authors could also upload releases.
