I can see two approaches to designing a PHP5-compatible "Log2"
package.
The first would start with the current Log package and adapt it to
PHP5's syntax. This would largely be a translation task, but I think
some new features could be added during the initial pass. The result
would be functionality equivalent to the current Log package, though,
including most of the API.
The second option would be to adopt one of the existing PHP5-oriented
logging packages as PEAR's Log2. I know of these two:
http://cvs.horde.org/framework/Log/
http://framework.zend.com/manual/en/zend.log.html
Writing a new Log2 package essentially from scratch would not be my
preferred choice because it represents unproven code in a space where
there are many proven solutions. That's not to discount the quality
of the code you've posted above, of course; my point is more about the
established concepts and trial-by-fire that the existing logging
packages offer.
