I realize this is a bit old, but... any chance that this proposal
could include phpseclib's pure-PHP implementation?:

I'd like to run SSH2 on shared hosts and although I could just as
easily tell people running on such hosts to go screw themselves if
their host has disabled functions like exec() or if they don't have
OpenSSH / LibSSH2 installed, I'd just assume not.
