FAQ merged in manual

As you probably noticed, I today merged the FAQ into the documentation, since it produces much less overhead when the FAQ is generated together with the manual as static HTML. For every Q&A that has been written by the persons that are mentioned on the cover of the documentation, I removed the sentence "Answer written by ...". If you want your credits back, please speak up. Sometime in the next weeks I'll start to write a "Developers Guide to PEAR" that will be a guideline for possible PEAR contributors. A lot of FAQ-content will be covered by this guide - the corresponding parts will be removed from the FAQ then. BTW: faq.php will remain online until the new version of the manual including the FAQ has been built.
