SVN tagging package issue

Hello,
Monday I forgot to tag the release 2.3.0 of Net_Growl.
So I've tried it today without succes with two different solutions :
1. with pear svntag command, in the trunk of my WC of Net_Growl
2. directly by svn command
svn copy http://svn.php.net/repository/pear/packages/Net_Growl/trunk http://svn.php.net/repository/pear/packages/Net_Growl/tags/RELEASE_2_3_0 -m "Tagging by hand the 2.3.0 release"
Both gave me access forbidden
svn: access to '/repository/!svn/act/973f4df2-2c86-9047-ad86-4eeb2a2ea95c' forbidden
I've removed my auth files on my windows platform
C:\Documents and Settings\<USERNAME>\Application Data\Subversion\auth
But nothing changed
Any suggestions ?! Did I lost my rights on Net_Growl repository ?
