Can somebody take care of this small RFE

We have choose, in fedora to move all pear documentation in
/usr/share/doc/pear (instead of default /usr/share/pear/doc).
This better respect our packaging guidelines, and I think having doc
outside the include_dir is a good idea.
The small and trivial patch attached is used in fedora for monthes
without any issue.

P.S. having another option for test_dir seems also a good idea...
