Nope. Every pear package needs to be in the root to express the independed nature of the pear
packages. The package can be depented of one or more pear classes.
But for the web interface this could the a good categorization.
But i must say that net.webservices looks like a .NET namespace and i don't know what problems
we could get with microsft if we're using this namespace.
Most charateristics of microsoft such as .NET namespace are mostly registered somewhere.
So than it would be net/webservices/google. That a directory structure and nobody can register that
(i hope..)
