Hi, I have coded a RACE (Row based ASCII Encoding) multi-lingual (idn) domain en/decoding class, PEAR style. Since it is too big to attach (large lookup tables), I have uploaded a copy to http://wackin.synantics.com/RACE.txt or .phps.
In short, what is does is convert the multi-lingual (cyrillic, korean, japanese, but also western domains with specials characters like ä,é,ô,© etc) domain into a race encoded domain that is actually used when you are connecting to the domain.
Example: 'ëxample.com' <- RACE en/decoding -> 'bq--advxqylnobwgk.com'.
The RACE encoded domain can be integrated into the current DNS and tcp/ip protocols and webservers. The user's webbrowser (or any other client), encodes the domain locally and will actually make a http request to bq--advxqylnobwgk.com instead of ëxample.com, while only the latter is visible to users, tricking them into thinking that it actually is a multi-lingual domain.
Anyway, I have ported the RACE en/decoding and idn nameprepping (unicode characters that are prohibited or not assigned, and character mapping/folding into for instance lowercase equivalents) from a perl module that came with the opensrs (http://www.opensrs.net) domain registration system to support the php port of that system. But the RACE en/decoding could be useful for others too, so I coded it with PEAR in mind, so it could be integrated into the repository one day.
Now that it is finished, I would like to know what to do with the finished code, whether the code should be reviewed, and what I should do to get this class into the central PEAR repository/collection that comes with PHP. Documentation of PEAR (both the repository itself and the initiative itself) and the official website is sparse to say the least...
What now? :]

BTW, if some ppl would like to look into the code and maybe give some hints and tips to speed up the en/decoding, that would be greatly appreciated ;)
