[PEPr] +1 for PEAR::PEAR_Exception

This proposal does not address the larger problem of having a single point of class inheritance for exceptions, rather than using interfaces and extending appropriate SPL exception classes. I'm fine with that (this package is solving a separate issue), but think it should be clarified.
